User account create from a text / SQL DB

I am looking for an automation script Powershell/Vbscript...

Part 1

Script should create a random Username and password and save this info in SQL DB table or in a CSV file.

Part 2

Take the Input from above step 1 CSV file or sql DB Table and create a user account on a target computer as  Local admin.

Hope i tried to explain above my requirement.

Kindly help me in this....
