Enabling Windows ICS from PowerShell

So I'm trying to follow this article http://social.technet.microsoft.com/Forums/en-US/88003b3b-0e5c-49a7-bb20-cdbbbb435d09/enabling-windows-ics-from-powershell?forum=ITCG

But 

$m.EnumEveryConnection

returns nothing. 

I'd appreciate any help with this issue, since I'm newbiest newbie in powershell but I need to solve this. Maybe I'm missing something fundamental? I don't even know where to start digging.

P.S. DLL is registered ofcourse
