How to write a basic script that will disconnect from wifi and reconnect to it, that can be launched from the desktop on windows 7

So, I would like to write a script that can be launched from the desktop of a windows 7 PC.

I would like this script to essentially disable and re-enable the wireless network driver and then re-connect to the wifi network. (Similar to the "repair" option on windows xp)

I've been doing a lot of research, but I can't seem to find anything related. 

Any thoughts or ideas in implementing this in the easiest way would be greatly appreciated
