Windows 8 - Unable to find a default server with ADWS running

I am having an issue using the Active Directory cmdlets on my Surface Pro device. When I try to import the Active Directory cmdlet I get the error message:

WARNING: Error initializing default drive: 'Unable to find a default server with Active Directory Web Services
running.'.

The same thing happens no matter what Active Directory command I use. However, I can do the same thing on a Windows 7 workstation and everything runs perfectly. The Surface Pro, Windows 7 workstation and the server (running Windows Server 2008) all have PowerShell 3.0 installed. There are 3 domain controllers total. One is the primary domain controller and the other two are secondary domain controllers. They all have ADWS installed on them. Any idea what the problem could be?
