Powershell to create Outlook 2013 POP email account

I have been searching and can see nothing that helps, without exchange. If I had exchange it seems there are a multitude. So, I have 1000+ (literally, and climbing...this is a common function, hence, I need to automate) customers that we have set up in our AD that once they log in and open Outlook, they (or we more often) have to configure Outlook to use their POP email account. Now, while it isn't "dreadful" to do this now and then, when you have that many to do, and you continue to get new customers to do this for, it becomes tedious and very time consuming. Looking for any suggestions, links, guidance, etc., that might help me do this in powershell. I have a csv file with my client users that I bring into powershell, create the AD Group for their company, create the AD Users they request, set up a bunch of other things for them as well (ODBC databases...and on and on)...what I want to do is pull from the csv file their POP email address, ISP, password (Yes, they actually do provide this to us), SSL config, etc...and then create the Outlook user for them so that first time they log in, they don't have to. We typically do this "for" them, and are very good at it...but we really shouldn't have to. I can't imagine not being able to do this with powershell?

Any help?
