Script from GPO on some clients gpresult is "This script has not yet been run."

I have various logon/startup scripts configured in GPOs.  For the vast majority of clients, these run fine.  There are some clients (Windows 10 and 7) that will not run them.  GPResult /z shows them but the LastExecuted value is "This script has not yet been run."  These are run using credentials that are working on other workstations.  Also, I can copy/paste the script name from GPResult (which includes the path) into the run window and it runs fine.

Event Viewer shows Event ID 1130 for these and the Details tab says "ErrorDescription The system cannot find the file specified"  However, on the General tab it shows the script name (which includes the path).  I can click that link and it opens the script.

I have found posts that say disabling UAC should fix this, but that does not.  Also, changing the registry value for HiberbootEnabled from 1 to 0, but that does not help.

I have created a new GPO to test scripts.  This only applies to some of the troublesome computers.  I have tried making the script a local script and that does not help.  I created a new location with everyone having full access and that did not help.

Any suggestions anybody might have will be greatly appreciated.
