Upgrade Powershell on Win2008r2

Hi

I am following the procedure on this kb downloading the package named "Win7AndW2K8R2-KB3191566-x64.ZIP" for Windows Server 2008 R2 and the installer states that the update is already installed but $psversiontable shows the version is 2.0

os version:  6.1.7601 Service Pack 1 Build 7601
