Add Credentials to local PC Credential manager via script

So, I'm cross posting from this thread because it's really really important for me to figure this out, soon.

I'm looking for a way to add a set of generic credentials into the Credential manager in Win 7 (64 bit) in a way that it'll be usable to all users of the PC (including ones that are added to it at a later date).  I was hoping for something that I could just export/copy over into the Default folder in the Users location, but lacking that, if anyone knows the bits of script I'd need (preferably VB) to do it on a per user basis, I can just then stick it into the Startup folder for the Default user.

I did find one other thread a couple days ago that provided a script for doing similar, but didn't recognize what language it was written in so couldn't figure out how to use/convert it.  That and it is written for a share drive, whereas I need to add in credentials for software (specifically, Virtual PC / XP Mode) that starts on the PC.
