deploy group policies using batch file on stand alone servers

Hi Team,

i want to automate the following policies using a batch file, please post your valuable answers for the same.

- Password should be expired in 120 days.

- Password should be longer than 8 characters.

- Password should include least one capital letter, least one lower letter, least one    number and least one symbol.

- Password should NOT be reused same one with earlier 3 generations.

- Account should be locked when authentication was failed 3 times, it will be unlocked after 30 minutes.
